The rifle works on the principle of exhausting gases from the bore with a short stroke of the gas piston. Locking is carried out by tilting the shutter in the vertical plane. Composite stock. The trigger mechanism is hammer. The fuse blocks the trigger. Box magazine, two-row, detachable, for 10 rounds. It is possible to equip the magazine, without separating it from the rifle, from the standard clips for the Mosin rifle. Sights are open, consist of a front sight with a front sight and a rear sight, adjustable in range. There is a muzzle brake. The rifle was equipped with a bayonet-knife worn in a sheath on the belt and attached to the rifle only if necessary. The sights of the SVT-38 include a front sight with a round front sight, mounted in the muzzle, and an open rear sight, adjustable in range, fixed in the rear of the barrel.
